Publish catalog progress snapshot

/v1/repositories/:organization/:repository/catalogs/:revision/snapshots

Compare the previous current snapshot digest and atomically publish a new immutable progress snapshot. Initialize once before compilation, then publish each complete invocation independently. Stale snapshots return catalog_snapshot_conflict (409); reload and retry. Updates for a revision that is no longer current are rejected.

Authentication: AWS SigV4 (us-west-2, execute-api), using an authorized IAM role. Generated header examples do not compute a valid AWS signature.
