Get candidate promotion

/v1/repositories/:organization/:repository/promotions/:promotion_id

Publisher or scoped approver reads current state, immutable source identity, reviewed selection and expiry. No public access.

Authentication: AWS SigV4 (us-west-2, execute-api), using an authorized IAM role. Generated header examples do not compute a valid AWS signature.
