Approve candidate promotion

/v1/repositories/:organization/:repository/promotions/:promotion_id/approve

Separate approver role only. Atomically select the reviewed candidate, protect its dependencies and replace the scoped selection hold. Any target snapshot change returns 409 and requires a new request and review.

Authentication: AWS SigV4 (us-west-2, execute-api), using an authorized IAM role. Generated header examples do not compute a valid AWS signature.
